as cyberskye said, you don't need IIS.

From the command prompt on your machine do this:

C:\> netstat -an

scroll up and look for an entry that says something like this (periods used as spaces):

Make sure that 1723 is being forwarded on to your Internet Card interface for routing purposes. PPTP has to be installed as a routing protocol on the server you are trying to connect to.

Telnet uses port 23. FTP uses port 21. You may want to capture the traffic of your telnet session. You can use a variety of packet sniffers to do this, a popular one is Ethereal. You may be receiving RST or reset packets from the telnet server.

I was still unable to connect. I had to go onsite and log in. When the desktop came up I got the Event notification that it had recovered from a serious error. Not really sure how since it was running fine up until I rebooted it. *shrug* Guess I know now.
