Yes, those things are annoying.

They seem to give me two choices:
(1) click "agree" which agrees with their policy;
(2) don't click "agree" which also agrees with their policy.

The only purpose seems to be to annoy people.

I'm not a windows expert. But I have the impression that there isn't an easy way to install Windows on a USB.

As for USB booting and partitioning: You could try the opensuse 13.2 live KDE cd (available HERE). That should UEFI boot, and "gparted" should be on the booted system.

This is common hacker behavior. They control a bunch of computers that they have taken over, and they use those to hide their true origin.

Do a google search for "ultimate boot CD". That will take you to a site where you can download the iso file. Burn that to a CD.

When you boot it, there are many options. Among those options are some memory tests, which are always useful if having memory woes.

No, IPv6 won't speed anything up. Whether or not it will even work depends on what your ISP supports.

IPv6 will allow you to connect to sites that are on IPv6. At present there are very few such sites.

What you want to do is possible. However, most typical SOHO routers cannot handle it. You might be lucky and have a router that can handle it. Or you might need to purchase suitable equipment.

If it is XP-Home, then you have to boot to safe mode in order to have access to the Administrator account.
