I use a RWIN of 32767 and get 1300/324, but I'm very close to my phone Co. You should try different RWIN's till you find 1 that gives you the best speed you can get from your connection. Start at 32120 and see if you get improvement in speed.

It's best you call your Telco, PacBell a have them check distance for you, as these sites are sometimes wrong.
