I use a RWIN of 32767 and get 1300/324, but I'm very close to my phone Co. You should try different RWIN's till you find 1 that gives you the best speed you can get from your connection. Start at 32120 and see if you get improvement in speed.

Your getting pretty much the max for a PPPoE 1500/256 connection. Your download will depend on distance to Co. or RT. You could try a lower RWIN to see if you get a little ...

Is your ISP BellSouth? Do your use a router? Do you have to connect(log-on) to DSL? Look in Control Panel-Add/Remove to see if Enternet or Winpoet is listed or Start-Programs to see if Winpoet is listed as PPPoE software.

Try lowering your RWIN and respeed test to see if you get better speed. Start with the lowest value and move up from there, till your speed doesn't improve, then drop back 1 RWIN value.
31944, 40656, 50820 or 63888
I use 32767 and get my best from that.

Use this speed test as it is closest to you ...

It's best you call your Telco, PacBell a have them check distance for you, as these sites are sometimes wrong. I also have SNET DSL and I allow 1 upload at a time because of the slowdown. Someone uploading from you takes alot of your download bandwidth. 1 upload isn't to bad on downloading, it's when you get 2 or more uploading that the real slowdown happens.

Have you also tried letting the Internet Connection Wizard in WinME setup the Lan connection? I did it that way with my Linksys and WinME OS on second computer.

Changing the MTU with WinPoet or Enternet PPPoE can be a PIA. You could Nuke WinPoet and run RASPPPoE
http://user.cs.tu-berlin.de/~normanb/ where you will get 1492 MTU.

A few other things to look at when getting slow DSL speeds,

Wiring- old phone lines in home.
Fix- run a Cat5 from NID to modem ...
