Never heard of aluminum wiring on a phone line.
Was used till early 70s for electric lines.
If you have aluminum wiring on your phone line, yes it will hurt.

Clone the mac off your the computer that you signed up.
The mac from your nic card and make it the mac for that cheap router, if it does that.
Sorry, but you have to spend more them $50.00 for a class router.

I have seen for some strange reason a NIC not work in one computer, but when I swap it to another,BAM!
Also I have moved the slot the NIC is in. Never put it in the first slot. All I did was just move it.
Then you can have a bad driver file ...

Change slots for the NIC!
Do not put in the first slot.
I myself always keep the first slot clear.
Just change slots and try that.
Then power up just your computer.
Windows should find it.

Another trick I learned.
Once a week with any modem, unplug and reset to clear error codes.Picked that up somewhere, but forgot where.
I had to learn the hard way, the 1100 has it's problems.
Got one laying in the closet.

Unless you go through a router, then I set it to full or on a network behind that router.
I never would use a hub. I think they slow you down. Have 2 I have not used in years.
Plus with just a hub, you butt is still open to the wind!

Low signal to modem.
Line problem.
If they have used a spilter for TV and modem.
Make sure the modem is on the minus 3 db and the TV or Tv's is on the minus 7 db side. Check to see if you have any barrel connections on your modem line.(no/no)
