you can always do what i am about to do, add anic in each pc and bridge connections for lan. Also i would try netbeui, and 50 feet of cat5 will decrease performance. Plus if you can eliminate one fo those hops. I mean take out the switch and maybe go straight intot the router? If you can't you can't ...

if you rip changes from isp making your internal ip's won't help, but if you mean to change the internal ip's to static because those are the ones changing then yea it will help.
