Welcome to Speedguide , I'm assuming you would like assistance in tweaking your internet connection? If so please read the Help & Tips link in my signature and answer the questions at the top.
If your max speeds, as determined by your ISP, are too fast. You won't reach the max speed, unless you do apply those speed patches.
By too fast, lets say a 6mbit/sec cap might only download about 1.5 mbit/sec without the patches applied to the Win98se computer.
Those numbers are only estimates, but the use of patches to maximize your speed is the correct operation of your broadband connection.
The patches will NOT reconfigure your modem to download faster than your account is configured to download by your ISP. What the patches do, is to configure your TCP/IP settings in your registry to operate as smoothly and fast as your connection and speed cap allows.
