Hehehe, I've created a new tweak that'll give you an extremely big boost during the start of the download. It'll taper off to what you are supossed to get, but still... downloading half 1 meg file in half the time it would take without the tweak is good, no?
Basically, my theory is that when the connection to the server is made a large burst of data is sent. The modem does not limit this data at first because it's not programmed to (so it's not illegal).
Quickly, the modem caps your connection, and then windows lowers the rwin.
I'm currently capped at 1500/128 thanks to comcrap, but I've downloaded 2 meg files in 2 seconds. As you can see that's well above the 1.5 mbits, and more like 10mbits. This would make sense since the modem only has a 10mbit connection to me and the router.
It won't work for large downloads, but it helps with the page loads, and small files. If you are downloading a 650 mb "educational video" then it's not going to help much except during the start.
