Your settings look fine, but that's not as important as how is your speed as compared to your cap.

I would try RWIN's: 51100, 64240, 513920, 522680 or 524176





Do your speed tests here after you turn off all running programs , select site nearest you although the Dallas test is quick for me and it's not the nearest.Right hare
