young Eagles are black and look almost like a Turkey Vulture, my guess would be some brand of Hawk

BUT...since seeing Dans cropped picture closeup of the head...the beak does look a bit big for an eagle. However the features of the wings are more soaring type than most hawks (fingers for feeling out the thermals)...which have more swept wings.

Just showed them to a coworker who's been a licensed falconer for years.

Definitely a red tailed hawk, immature.

:thumb: wow, that is quite a bit of white there....the youngsters I have see are mostly black but looking back at some of my pics, yes they do have more white than I previously noticed. Guess it depends on their age too.
