Mpeg to VOB?

Hey all, first post in a while. I was wondering what the best software is for converting MPEG to VOB so I can burn to DVD? Right now I am using VSO Divx To DVD, it does a OK job, but I was wondering if there is another product that will do it cleaner and clearer? Any ideas? Thanks.

Is it MPEG1 or MPEG2 video?

If its MPEG2 you an try TMPGENC DVD authoring program. I like NeroVision Express 3 but its not free.
