Cgocable, high pings, fast downloads?

Lately for about three days now, web sites are really slow to load, pings are really high, but if I download something it downloads just like 15-20kb/sec slower then usale. My friend that lives about 15min from he who also has cable (same provider) gets great speeds low pings. I get low pings if I ping him and cgocable and the dns server. What's wrong it seems it's only outside pings that are slow.

Ping times within an ISP's network being lower than pinging any other hosts outside suggests congestion past any particular router in your ISP. Pinging hosts within a network will always be lower, your packet does not travel past as many hops as it would with any other host from outside your ISP's network. Cogeco @home may be experiencing a temporary brown-out or congestion, I would check with them and find out.

Dont know what it could be..ive kinda noticed it to. I run ftp server all the time, and ive seen a speed diff. , considerable at times.
What OS are u using?
If got win2k, use cablenuts patch (fast setting) and am stuck at the cap (2084/384) but im only getting this really late at night lately. btw..is ure cap the same?

All is good for me still...Cogeco@home too...but I reside in Tecumseh....
