download speeds

download speeds

I can start two seperate downloads at the same time and download with an average of 20KB/sec each with spikes up to around 100KB/sec. Why can I not download a single file at an average of 40KB/sec. Is there some setting I have wrong? I've tried several different sites that I know are fast enough for this but it seems I cannot get more that 20KB/sec per file. but I can average 20KB/sec on two files at the same time. thanks for any help

What tweaks have you ran I know this is a charter connection just by the fact its 40KB and 20KB you refur to but this is pretty weak even for charter...
Have you installed the Speedguide Web Tweak this could help...
Also what OS are you running...

Yes it is Charter Pipeline, unfortunately it's the best option I have. I'm running 98se. As of now the only thing I have done is to increase my TCP receive window size, I've tried all the tweaks here on Speedguide but the only thing that made a difference has been changing the TCP window. When I tried the tweaks Charter had not capped me yet and they worked great for about 2 days, now Charter has me capped at 512, they have been having bandwidth problems but now I can get 20KB/s for each file I dl.
