Problem With internet and with AOL and AIMM

Problem With internet and with AOL and AIMM

OK so here is the deal. I am on a college network. The computer worked fine up until two days ago when all of a sudden it started going haywire.

AOL and AIM will not work at all. They just hang and never connect. AIM always says is unable to connect and AOL just hangs at connecting by TCP/IP. Any AOL related sites will not load at all in internet explorer. Most other websites will work on the internet but it has become very slow. A speed test yielded these results:

Two days ago before this problem started happening my upload speeds were around 900Kbps and they have dropped to this level. I have used the SG TCP/IP optimizer and have it set on optimal settings for cable which seems appropriate for a college connection.

I cant seem to figure out what the problem is but I cannot get any of my AOL mail(I am switching from that soon) and I cannot use AOL or instant messenger or AOL's website at all.

I cleared all Cache's and temporary files, restarted who knows how many times, went back to default IE settings. I am not running a firewall anymore to try and correct the problem and it has not worked. I have gone through the TCP/IP settings many times and they are all correct. I ran Dell's Resource CD with the diagnostic program on it and it didnt find any problems with the network adapter. I have also tried switching my laptop to a different network port or different room and it still doesnt work. This is one of the weirdest problems I have come upon and everything I try doesnt seem to work.

Last firewall used?
Related complaints from n e 1 else on campus?
Related problem prior 2 college connection?

Make sure there are no signs of a firewall.
Uninstall then Reinstall all aol-related items.
Unblock/Allow port 5190.
