Well, I put another cable at my home, on the other PC, to avoid the stress regarding shared Internet connection (like donwloads while I'm playing). The another cable is 64kpbs/64kpbs... almost a modem. But it seems that this new cable sucks, while the other doesn´t. Well, so I´m here for a little help...
The TCP Analyzer test:
TCP options string = 020405b401010402
MTU = 1500
MTU is fully optimized for broadband.
MSS = 1460
Maximum useful data in each packet = 1460, which equals MSS.
Default Receive Window (RWIN) = 1460
RWIN Scaling (RFC1323) = 0 bits

Other values for RWIN that might work well with your current MTU/MSS:

Id try a minimum rwin value of 8760 for your connection.

To be honest ur speeds are as close to that connection as u are going to get but if you want try this
i say try a higher rwin of 51100 if you have the tcpopimizer installed select custom on the bottom and cable on the top put that 51100 for default recive window 1500 mtu

To be honest with you, I'm not so sure of it...To be honest ur speeds are as close to that connection as u are going to get but if you want try this
My download rates are so unstable that on Quake my ping go between 50 and 600, because the cable can´t send the packets with an 5000bps rate (my cable should be able to get at least 6000 because the server that I play is very good and somewhat close to my house).
I have to put a rate of 3800, and with my 33.6k USR modem I used to get 100 - 130 of ping with a 3600 rate on the same server...

2. Install the vtcp 386 patch and the NDIS Update from here.

4. Make sure you have the latest drivers for your NIC from the manufacturer. Set your NIC duplex mode to 10mb half duplex for Cable, for DSL it is ISP dependent unless you are using a router, if so then set it to 100mb full duplex for both Cable & DSL (the instructions are in my Help & Tips link). If you are using a router make sure you have the latest firmware.
5. Clear your temporary internet files.
6. Power cycle your modem, unplug it for atleast 15 seconds.
7. Download and update then do a scan with SpyBot & Ad Aware 6.0 to remove any spyware then install and update SpywareBlaster to stay spyware FREE.
8. Make sure you do the faster web page tweak in my Help & Tips link.
