How to make a webserver so people can upload pictures?

Hi all, i want to make a webserver for people to upload pictures to, just like the one on http://www.theforumisdown.com but i have no idea how to do it/what program(s) i need to accomplish this. The machine that will be hosting the pictures will be a windows XP Pro box. If anyone could help me with this it would be greatly appreciated! :)
