Mpeg4 programming

Anyone out there with knowledge on mpeg4 encoding/decoding in C language? Have 3 programs: encoding, decoding and capturing using a webcam. After capturing the image, I have to pass the image to the encoding program, then to decoding, and display it on a screen. I have no idea on this sh*t, need someone with some knowledge in this stuff to help. Thanks

Search for tutorials on the internet, thats all the help I can offer.
