Using Anonymizer for hiding IP - A question

I want to use Anonymizer to hide my IP address .. I have windows XP and Cable connection .. I wanna know does using Anonymizer slows down your internet connection or it has some other type of conflicts.

Do anybody know a free Anonymizer service .. plzz reply

I have also heard that if you hide ip address on IRC they ban you .. I wanna know whats wrong in hiding address is it legal or not or what ... plzz help :(

Why do you want to hide your ip? Shouldn't it be dynamic anyways being that you have cable?

No its static ip .. i have dropped my idea anyway as IRC doesnt allow it :(
