I'm currently consulting with a company that's rolling out an ITAD program and as part of that, I need to locate a program to scan a drive to ensure that absolutely no data is left on a drive after it's been wiped.

You could try the conventional drive recovery programs to see if they are able to recover anything. EaseUS Driver Recovery and "RecoverIT" come to mind.

Most secure disk wipe utilities work by writing new data to all sectors/blocks so the chances of having leftover data are slim if all blocks have been overwritten with new info until the drive is full.

I'm very familiar with how wipe software works, just wasn't sure about the verification.

I've been responsible for building drive sanitation systems for the last two and a half years but was never part of the QC planning

I realize you are familiar with it, if I came across otherwise I'm sorry. The thing is, if a sector has actually been overwritten with new data, there is no way AFAIK to recover previous data. Any grey area would be whether it was actually overwritten, like if there is some type of leftover internal info that is not directly visible to end users.
