A friend of my mother's has a huge tree knocked down in her backyard that will cost her $1500 to remove. If she calls FEMA would they pay for it as she is 95 and can't afford it.

Keep calling. Can she wait until the "cleanup rush" is over? Probably price gouging.
Several weeks ago I called about 6 tree removal companies.....getting estimates on this huge choke cherry that was leaning heavily over our pool cabana house and deck area behind the pool. Had estimates come in...one guy at 600 bucks...several in the mid thousand range, up to one guy at a high 2,200.00.
I took the 600 guy. This was 2 weekends ago..he'd probably charge a bit higher now..since he's swamped with emergency post hurricane calls...but you get where I'm going.

Umm NO! Her home owners insurance should cover it, just check the policy. Otherwise depending on the tree someone may come in and not charge you much so long as they get the wood. Stump removal may be a hard issue but what your asking is FEMA (our tax dollars) to pay to have a tree removed? LOL never happen!! Her best bet is someone near by with a kind heart and a good chain saw...she can at least dip into her SS check and dish out a few $$ for gas money.
