First...what size T-1 is it? There are many variations, called Fractional T-1s, like a 128k pipe, 256, 384, basically multiples of 128, all the way up to a full 1.54m T-1.
Then, how it is connected into the T-1? Is it somewhere in the building, on a crowded hub? Or plugged into a good quality switch/router, fed directly by the T?
Also, Windows 9X, NT 4.0 Workstation, Win2K, are really just desktop workstation operating systems. They are not build to handle more than 10 concurrent connections well. Once you get past 10 concurrent connections, you really should go to a Server operating system, like NT Server.
But, for your current box, get the latest NIC drivers, make sure you have a good NIC like a 3COM 905, or an Intel, and optimize the drivers for network throughput.
Lean out your Windows system, I could write a book on that, but you can visit www.tweak3d.ent to pick up lots of good Windows 9X tweaking tips.
