i tried using the sg tcp optimizer, nothing seem to happen.
my download speed changes constantly when i download.
using At&t uverse pro 3mb internet.
please help me out or give me some advices.

What version (Help > About menu) of the Optimizer did you use, did you apply the "Optimal" settings ?
What version of Windows 7 are you using ?

Have you applied any other tweaks before running the Optimizer 3.0.1 ?
Generally, under Vista and Windows 7 the Analyzer can only report the current RWIN value, and the OS varies that with each packet, so there is no way I'm aware of to set it to one fixed value.
