A friend just told me their pc wasnt booting and when I went there the power light n cpu light were steady colors. So I looked into the case to see the cpu fan was popped off 1 side. So if the pc dont boot and that light was steady I said something was wrong with the hardware and it was. I'm not sure what kinda motherboard or socket is in that pc but I do know there is a plastic border around cpu, like that you pop throught the flat-head pins under motherboard, and then you put the cpu fan in it and then use the 2 metal clips on each side to secure fan down on cpu. The 1 spot where 1 side of the metal clip connected broke cause it was plastic.
I was wondering do I need to get them a new motherboard or can I just get a new fan and take that border out or does a new fan come with a new border to hold it down?? I know the fan gets power by a 3-pin connector, I'm going to take the cpu with clips to the store and ask to but I wanted to know that plastic border that holds the cpu can be replaced? or not needed at all with some fans like the intel 1?
Quick CPU fan queston
My impressions from what you've said here is:
-- If the computer is not booting in the situation you discribe the CPU and or the mobo might be dead.
-- It sounds like you have an Intel system there with the, ugh, pushpin heatsink/fan setup. And that it popped off the mobo leading to the CPU overheating.
-- Pictures would indeed help.
-- If you were to replace the bad parts the system itself should be able to be recovered. It's doubful that anything has happened to the hard drive or even any of the cards in the system.
Good luck!

I have come across three pc like this. Where the cpu fan popped off on 1 side. Two I was able to get away with just replacing the cpu. Do to the cpus fried. The third one needed both CPU & Motherboard. As far as the harddrive and cards so forth were just fine. Hopefully in your case just a new cpu fan will work. GoodLuck.
