Where are modem/router placed at ?
Make sure you put them to some place that are a few feet away from ALL other electrical devices, including apart from each other. Also, make sure you do not coil up any excess length of signal or power cables.

Here is the new TCP/IP Analyzer and the highjackthis log I have not tried cablenut yet.
SpeedGuide.net TCP/IP Analyzer
TCP properties for IP =
Browser/OS = Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1.12) Gecko/20080201 Firefox/2.0.0.12
Notes: Read the Analyzer FAQ if the above is not your IP address.
TCP options string = 020405b401010402
MTU = 1500
MTU is fully optimized for broadband.
MSS = 1460
Maximum useful data in each packet = 1460, which equals MSS.
Default TCP Receive Window (RWIN) = 65535
RWIN Scaling (RFC1323) = 0 bits
Unscaled TCP Receive Window = 65535
Note: TCP 1323 Options need to be enabled for RWIN over 2^16 (65535).
For optimum performance, consider changing RWIN to a multiple of MSS.
Other RWIN values that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
256960 (MSS x 44 * scale factor of 4)
128480 (MSS x 44 * scale factor of 2)
64240 (MSS x 44)
bandwidth * delay product (Note this is not a speed test):
Your TCP Window limits you to: 2621 kbps (328 KBytes/s) @ 200ms
Your TCP Window limits you to: 1049 kbps (131 KBytes/s) @ 500ms
MTU Discovery (RFC1191) = ON
Time to live left = 112 hops
TTL value is ok.
Timestamps (RFC1323) = OFF
Selective Acknowledgements (RFC2018) = ON
IP type of service field (RFC1349) = 00000000 (0)

Ok I did all that you asked. With the exception of roboform. Since roboform is not spyware or malware of any kind it stays. Plus the fact that I go to so many sites with passwords that i would be very screwed without it. Anyhow here is my new tcp/ip settings.
TCP properties for IP =

You said you have a router. But I do not see its IP address in hop 1 of your tracert. What brand and model is your router? Did you set it to bridge mode or set your comp into DMZ? Is your comp on a wireless connection to the router?

Here are the test results with my router off line. Btw my modem is a Toshiba PCX1100U if that is any help.
And here are my TCP/IP settings without the router.8416 kb/s 1234 kb/s 61 ms Iron Mountain, MI

RWIN Scaling (RFC1323) = 3 bits (scale factor of 6)
Unscaled TCP Receive Window = 64240
RWIN is a multiple of MSS

If this modem issued by your ISP?
Try turning off power to the modem for 10 mins to let it reset and receive any configuration files sent out by your ISP through the line.

No I bought my modem years ago. And I have already done the 10 minute bit with my ISP who I had on the phone earlier today. Unless there is another suggestion My isp is coming out with a different modem to test my line and see if the issue is with my personal modem. While on this subject can you or anyone else suggest a decent modem. Now I do not have access to a best buy store or any other pc type store. My only choice where I live is walmart, staples and radio shack.
Some senior members expressed good opinions of the Motorola 5000 series:
