well sorry to be rude but i just wanted to know is it safe to ut some acrylic glue stuff on the Via chip on your board. because i wanted to put a blue orb on it.

If you need to take it off later, it may be a pain. Make sure the contact surfaces are clean (and I mean CLEAN) before you permanently attach the fan.
If you need to get it off later it's going to be hard.
i suggest leaving one corner open (no adhesive) so you can slide a blade / screwdriver under it an twist, if needed.
BTW, I would use arctic silver epoxy, not standard glue.

Simply run adaware, spybot, ZoneAlarm, HijackThis, AVG, update windows daily, have a router, don't open e-mail, turn off action scripting, don't use P2P networks, don't violate EULAs, and wear a condom to get Windows secured.

if not then its just like putting a heatsink on anything else. but with arcitic epoxy youve only got about a minute after you mix the 2 parts to put and position the heatsink.
you could just mix the 2 parts on the chip to save time.

And using a thin flathead screwdriver is one of the BEST ways of getting a fan off of a chip when it is mounted with epoxy (be it a Geforece or a Northbridge). That or a sturdy Razor Knife.
