check this,

http://support.microsoft.com/kb/815834/

apparently,

Code 28
The drivers for this device are not installed (Code 28).

To reinstall the drivers for this device, click Reinstall Driver

Solution button: Reinstall Driver

This code means the device was not installed completely.

To resolve this issue, follow the recommended solution. If that does not work, try removing the device from Device Manager and using the Add New Hardware wizard to redetect it. You may need to obtain updated drivers if the error still occurs.

yeah most pre builts have CD's with drivers on them that you need to install.

you can also find the drivers for the machines by going to the site of the builder like Dell.com or HP's site and search for drivers by machine serial or model # etc..

Download sisoft sandra from another PC, install it on your pc, and look under pci list or pci items, I forget what its called, but in there you can look through each pci slot to see what the name and model of the ethernet card is, and then download the right driver.
