Am I dreaming or does this really happen? It seems that when I lower the values of the two settings my pages load faster but my download speed decreases. If I increase the values my pages load slower but my download speed increases. Im trying to find the perfect setting.

- That page from j79zrl is not able to accept download speed higher than 7800 kbps.
- Latency is not equal to ping time of a small 32 bytes packet. It is ping time for a full size 1472 bytes packet. Alternatively, download a large file and do a tracert during the downloading. Your ping time at the end of the tracert is your latency to that website.
Thus you will need to change the following in the calculation of that page:
DefaultReceiveWindow - 1280000
GlobalMaxTcpWindowSize - 256960
TcpWindowSize - 256960
