The latency between the third and fourth hops is very high for the short distance.

yikes! is that bad? can I fix tht somehow or is it just charter?

Hop 4 belongs to AT&T, not Charter. So it is beyond your ISP's network.

At your end, make sure your modem is placed a few feet away from all other electrical devices. Turn off power to the modem for 5 minutes to let it reset and clear off any accumulated errors.
