What speed are you getting now? Your present setting would get you close to your capped speed if your working latency is not more than 130ms.
If your present speed is much lower than capped, then it may be due either to higher working latency (problem in signal quality) or the presence of spyware/malware.
Do this nitro test and post the report under the 'Statistics' button:

The test indicates your comp is running background traffic during the test (other network traffic) and your speed is less than half of capped. There is possibility your comp has some spyware/malware limiting speed.
Download and update Spybot and Lavasoft Ad-Aware. You can search Google for the latest links. Then go into Windows 'Safe Mode' and scan and remove them. To get into 'Safe Mode', reboot comp and when booting, press F5 and choose mode.

no change...............i have ad aware and spybot~~~i did a scan in safe mode,but found nothing.(this is a new machine, brand new installed XP,tweak the system with indication from your reply in my prewiew post)all driver and update installed, so there shouldn't be any craps in it), but thanks anyway, you do a great job.

After updating Windows, reboot comp to take effect.
Let's see if doubling the RWIN gives any changes.

Do tracerts to speakeasy, speedguide and dslreports and compare the ping times. But these 3 tracerts show your ping times at hop 1 varies from a good 4ms to a bad 8ms. This shows the possible presence of electrical noise affecting your modem. Ensure your modem is located a few feet away from ANY other electrical devices.
When your modem is working perfectly, your 3 ping times at hop 1 will all be 4ms.
