Proxy Server speed is capped

I am a university student.i use university proxy server to connect to internet.This proxy server is capped at a speed of 4 KB/sec for each LAN IP.
Is there anyway to un-cap it or get more than this speed by any method.I can pay whatever it costs to get more speed.If there is anyway plz tell me.
i cant buy a DSL connection or DIAL Up connection beacause they are not allowed in uni. hostel.Plz help me.I will be thankful.

Since your using a university network, it would seem that the cap was probably put in place by the administrator of the network. If that's the case, then there's probably not much you can do. They probably do this so that no one user can hog the bandwidth.restless_soul wrote:Hello

I don't think its a matter of being behind. I think its more a matter of having the wrong ideas of how to ensure that one person can't eat up all the bandwidth on the network.
