Everytime I download, my download rate speeds up, pauses, then drops.

I was downloading at happypuppy.com with my DirecPC satellite connection. I started at at 20 K/sec and then jumped to 35 K/sec. Then the download paused for some reason and when it resumed, my download speed dropped down to 10k/sec. It then jumped again, paused again, and then dropped again. The download continuously followed this pattern until it finished.
I tried changing the MaxMTU but the TCP/IP card that my satellite USB modem uses does not have the "MaxMTU" entry in its 000n registry. I was wondering if there is anyway I can get a more stable and constand download rate. Thanks!

You should seriously try asking your ISP why the connection does this
