Really wanting to create my own webpage. What programs are good for beginners?
Notepad and w3schools. That's all a good web-designer needs.
Edit: To make hand-coding easier, try this program. It's got built in HTML macros and such that'll help ease you into making pages.

So trade that typical for something colorful, and if it's crazy live a little crazy!
Do you want to begin a career as a webdev or just throw up a few pages?
If you want to go pro, you should learn dreamweaver - it's industry standard but not cheap.
Elsewise you could use frontpage or others that are free - google for " WYSIWYG html editors " Many hosts will offer a free package for making basic sites as part of their plans.
Handcoding is good to learn first, as paft suggests, but in a fast paced pro outfit, you'll need to rapid-development and collaboration capabilities that dreamweaver offers. Adobe products are somewhat less popular, but still used by quite a few pro outfits (they also just bought Macromedia; the folks who make Dreamweaver)

what helps me out is using a premade template....this way you can see how a fully designed website looks like, and then can easily change things about the site, a little at a time until you increase your skills.

I like this site, i used a couple templates from them...they have ones you can pay for too, but the free ones are good enough to get started on.
For me the hardest part of a site is the graphics design...which is why I use templates....then just add your content....
here's some more sites to help learn..
