in network connection and then properties of the NIC, in the general tab all 4 things are uncheck, are any of them suppose to be checked?

I think we'll need some more info to help you. Tell us which options are unchecked (specific names), what brand NIC, are you behind a router? etc? Are these download problems general or do they (by any chance) occur while downloading from specific servers? If the problem's limited to a few servers they I would suggest revisiting these two settings:
MaxConnectionsPer1_0Server = 20
MaxConnectionsPerServer = 10
Now... try to lower their values to:
MaxConnectionsPer1_0Server = 10
MaxConnectionsPerServer = 8
Some servers don't like the optimized settings (certain sites will block you downloads, others won't let you view their web pages and some will produce the symptoms you're experiencing. For now this is all I can suggest. Until we hear what settings are checked and unchecked, what’s your setup and (hopefully) all the settings and options found in the device manager under your NIC’s properties. Good luck.

My main machine happens to be a laptop/notebook as well. Thanks for the reply. Make sure you've got the latest drivers (especially for the NIC). I know you probably know this and have them - but double check the websites of all the manufacturers and re-download if needed. Check Station-Drivers: http://www.fdrsoft.fr.fm/ and make sure you've got the lastest chipset drivers, XP or other OS updates and service packs, latest BIOS, NIC drivers, NIC firmware - the usual stuff that can be connected to software networking support on one's machine.
Next - since you're not on a router I understand that a network card from your laptop is connected directly to a cable modem (I assume this is your connection type). If so there are less variables to worry about. Sygate shouldn't cause any problems but I suggest disabling it or reseting to minimum protection standards while playing any type of online games (including CS). I don't think this is a good approach since if the server dropped you (the client) during a download - the download would stall and (unless you're using one of those download managers) wouldn't continue after 20-30 seconds. Packet loss, too many hops, wrong TTL values, too many acks can be your problem when it comes to the downloads (apart from what I've talked about in my first response). When it comes to CS and the CL_FlushEntityPack Error - I believe it can be related but probably isn't unless the problem happens to be on your ISP's side (just like lag, latency).
What you might want to try to test this is simply start your own CS server, invite a few people and see if they get the same CL_FlushEntityPack Error as you are getting. If they do - the problem is on your side (your specific machine and setup) - if they don't it's probably your ISPs problem and not that of the current tweaks.

What are your caps and connection type - without them I don't know if the values you gave are OK. MTU seems low (should be 1500) Set it to 1500 using this tool (and reboot):
