Connection Problems

Here is the scoop. I have Optimum Online, had it for a while now. The problem I have started about a month ago. I am running Windows XP Pro. My system specs are:
P3 600mhz
512 ram
Gainward 64mb Ti4200 GeForce4
Soundblaster Live
Plextor 24x10x40
The problem I am having is when I try and play Battlefield 1942. If anyone has played this game I'm sure they have seen this message but not to the extent I am. I check my ping in game and I can see it go from 20 which is great and then all of a sudden I get a spike and it will jump up to 150 or higher and then it will go back down. While the spike happens I see a message on the middle of my screen saying "Connection Problems Detected" and sometimes it takes me 5 minutes to go 10 feet in the game. Over the past 2 weeks I've had Optimum Online come to my house 2 times and I was on the phone with them 3 times. The first time I was on the phone with them they tested my line and they noticed a %30 packet loss. They told me that %5 was critical. They came and did something and told me that it was fine now. It wasn't. The second time I called them they told me now it was a %25 packet loss and said it was the modem. I got a new modem and it still is doing the same thing. The next thing that Opyimum Online said was that it was the software that had a problem so I re-installed BF completely from scratch. Still no luck. I changed the patch cable from the modem to the Ethernet card and now my last option is to put a new Ethernet card in. Thats all I can do on the hardware end of it. If that doesn't work then I am going to blow away the OS altogether and start everything from scratch. This problem is hard to pinpoint because it is something that fluctuates. Any help in this is greatly appreciated

Yes, I posted this in 3 different areas. I was told that this was a Tweaking section post after I put it in the games section. I just put it in this section to complete the trifecta. LOL

I ran the TCP/IP Analyzer and here are the results:

TCP properties for IP = xx.xxx.xxx.xxx ()
Browser/OS = Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1)
Notes: Read the Analyzer FAQ if the above is not your IP address.

TCP options string = 020405b401010402
MTU = 1500
MTU is fully optimized for broadband.
MSS = 1460
Maximum useful data in each packet = 1460, which equals MSS.

Default Receive Window (RWIN) = 64240
RWIN Scaling (RFC1323) = 0 bits
Unscaled Receive Window = 64240

RWIN is a multiple of MSS
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
256960 (MSS x 44 * scale factor of 4)
128480 (MSS x 44 * scale factor of 2)
bandwidth * delay product:

Your RcvWindow limits you to: 2569.6 kbps (321.2 KBytes/s) @ 200ms
Your RcvWindow limits you to: 1027.84 kbps (128.48 KBytes/s) @ 500ms

I still have to run cablenut and TCP Optimizer and see what that comes up with.

Your setrtings look perfect for OOL, how is your speed now? Also did you do the other things I suggested such as scan for spyware with Ad Aware & SpyBot?

I just formatted my hard drive and re-loaded the OS yesterday so I don't think I need to look for Spyware on my PC. I did everything else that you suggested though. I am going to try and play Battlefield cause that is the real test. Be back in a bit.
