If my apartment is wired for Cable already, my question is do I need to have cable tv service to get cable broadband?

Nope. Im an example. I only have internet service through my cable company and Directv for my tv viewing. :)

But some Cable companys do charge 10-15$ more for the broadband with out having cable tv
