How do i change the rwin scaling to 1?

I installed the cablenut program and had everything tweaking to where I was downloading 400 kb/s + then all of a sudden my speeds just came down to a pathetic 100 kb/s went to dslreports.com/test and my speed went dramatically down went to another test site and same **** then my Pc kept loosing ...

whats a good rwin for a 56K modem
