the 1 and only goal is to utilize the bandwidth of 2 modems , i know it can be done , im hear stories here and there , but no one can tell me the technical side of me

i have the luxury of having 2 cable modems for 15 a month . is there anyway , under any OS , that i could combine the bandwidth of these 2 to run through 1 machine ?

i sucsessfuly lowered my ping a lil by editing the mtu of the transmited dadte to match that of my isp's
but im told the recive is as , if not more important , as the transmition mtu and that i can possibly lowerit more by editing the tcpip transmition window

i just recently got my gruby lil paws on a t1 and the people pinging it from all over the US and canada arent hitting it as i want them to , im looking to shave 20 or so ms off , so how can this be done ( if at all) , right now its win98se (the server q3 is on)
