Cable modem seems faster on Linux

I just installed Mandrake 7.2 which allows duel boot Win98, I noticed however my bandwidth using Linux seems much faster with my cable modem then Windows, does anyone else agree or have a explanation why it does?

I have a 30 gig HDD, 27 gig of it is Win98, the rest I left open for creating partitions for Linux Redhat 7. If you are going by Napster to pin point your speed that's why it seems so slow, you can only download as fast as the other person's connection is from where you are downloading from. Also, when you say 5, 12, or 80 are you refering to kilobits or kilobytes?

Kilobits= Kbps ie 1500kbps

In Winip right below where it says "Ethernet adapter information" there is a pull down list, make sure your adapter is selected then click "renew all". See if that does the trick.
