If you are going by Napster to pin point your speed that's why it seems so slow, you can only download as fast as the other person's connection is from where you are downloading from. Also, when you say 5, 12, or 80 are you refering to kilobits or kilobytes?

In Winip right below where it says "Ethernet adapter information" there is a pull down list, make sure your adapter is selected then click "renew all". See if that does the trick.
