I changed my MTU to 1492 but didn't noticed any improvements.
Any other ideas?

And btw is it able to go around the "Auto Tuning" and disable it somehow and tweak the RWIN?
I'm going to try the default settings and see if I notice any improvements or deterioration.

Ping times look much better. A modem is sensitive to electrical interference emitted by other devices and is best placed isolated. Electricity passing through coiled wires generate electromagnetism that can also interfere, thus we avoid coiling cables up.

Sounds like high ping times are due to network congestion, your network or some network along your signal route to the game server. There are no program that can help in this.

Uneven ping times at your modem in hop 1 of both tracerts. Power off the modem and relocate it to a spot a few feet away from ALL other electrical devices, including away from the router if it is a separate device. Also, make sure you do not coil up any signal or power cables.

Packet losses slow speed more when latency in the connection is higher. A wired connection does not suffer wireless interference and thus does not encounter packet losses.

Pay attention to if it's a capital "B", or a lower case "b".
Connection speeds and transfer rates are rated differently. Usually you'll find actual transfer speeds are 8 times less, and use the "B".

What this means is "B" is file transfer rate in Bytes. And internet speed is "b" in bits.

Win 7 autotunes, and Rwin cannot be manually set. Seems your TCP settings are already optimized.

The very low upload speed indicates either the presence of malware, or your have problem with signal quality.

First, log into cable modem and check out its signal power levels.
