which ip are you trying to change? The LAN IP that your router is assigning your machine? or the WAN IP address that your ISP is issuing to your router?
From outside your network (ie. your buddies house) you can only see your router's IP. Your router is the gateway between the WAN side and your LAN in your house which your router assigns IP addresses to each machine but they cannot be seen from the internet.
I have the same router but I'm using Windows XP Pro. You can disable the DHCP server in the router setup and then change each pc on your network (tcp/ip properties) from "obtain ip automatically" to "use the following IP address (ip address you wish it to have)". This would be the static setup which will possibly boot a few seconds faster because the pc doesn't have to wait for the router to assign an ip address each time it boots.
On the WAN side, you can try to reset your modem and router by unplugging everything for a couple of minutes, pc & all, and then turn on the modem, then the router, then your pc. Your isp may then re-issue you the same IP or they might have a DHCP server of their own that might issue you a new one.

sounds like your ISP is giving you a static IP address. My ISP does the same thing. You would have to call them and maybe they'll change it for you. But why would you need to change it on the WAN side? Are you being hacked or something? Your router should render your computers invisible from the WAN side.

Go into your router config, and spoof the mac addy of your nic instead of using the mac addy of the router
Then stay on the good side of the server admin

Game server admins often ban by subnet block (for those on DSL who get a different IP each week or so)...so going through all this may not help you anyways.
