How do you enable and disable proxy? Is it good to disable the proxy? Whats the difference of disabling or enabling the proxy?

you can safely disable the proxy by simply going to tools, internet options, connections, lan settings and ensure nothing is checked. this is if you are using Internet Explorer. If you loaded special software from your ISP, like @home, then you need to make additional changes. Or uninstall the @home browser and just use IE...which I recommend.
A proxy server is a server which stores or caches locally accessed content, meaning if I just accessed a page here on SG and you came along after me looking for the same page, the server would have it stored in it's cache, and therefore, you could access the content faster than having to go to the site yourself. In theory, this would be great as you would have faster access times to content, but you can't store the entire internet on a single server or many for that matter so in reality, it's not all that great.

Yea, Proxy's practically "neuter" your web-browsing speed. good for safe browsing though...but who wants to be safe but going slow? get a firewall, i recommend ZoneAlarm.
