Yeah, the usual reason for higher upstream bandwidth usage is p2p, or hosting servers (usually against tos with residential connections), so they don't bother providing it. It is a way of controlling traffic also I suppose - if your upstream bandwidth gets fully utilized it throttles the downstream as well, unless you play with QoS, etc.

This is from work. But I have the same plan at home except I only have 5 statics at home vs 200 at work. FiOS gig up and down.

Sweet, woa. Can you get close to Gigabit speeds if you go outside the Verizon network?
