I got very high network buffer i need help...

i have an 3mbps speed and i got huge lag problems on LoL. I tested my network on http://n3.netalyzr.icsi.berkeley.edu/. It says i got very high network buffer Network buffer measurements: Uplink 4300 ms, Downlink 420 ms. I am using win xp sp3. I need help on this. I live in Turkey, Ankara.

XP? Why dont u upgrade ur OS?

After changes downlink ms reduced but uplink didnt changed. I used ie for test i got Uplink 4300 ms, Downlink 160 ms –. But when i did it from chrome i got 4400 ms, Downlink 380 ms. Why does it changing and my uplink still too high.
