Web Cam Questions

1. Is there a way I can use my video camera as a Web Cam?
2. I plan on using Skype again need a good/great Web Cam. Any Suggestions? I don't mind spending $200+.
3. Technology: If I get a great web cam am I just fooling myself thinking that if if looks better to me it will look better to the caller?
As far as microphone/speaker/headphones go I'm way ahead of the curve on that one so no need to recomend all new equip.
