how to implement authentication

I have providing wired internet service i mean Ethernet and local network configuration is 1.1.1.x with 255.0.0.0
now i want users to authenticate by user name and password before they use internet if they enter invalid user name or password the access to the internet should be denied otherwise user could access internet

i am running windows server 2003 with CCproxy 6.6 can anyone please help me to restrict the access of user who change their mac address and creating trouble for me

radius/IAS might get me out of this trouble but i am a novice user of windows server 2003 and i don't know how to do this but of course link to any tutorials could help me a lot

i want to configure user name and password based authentication is there any third party authentication tool another serivce provider in my area is doing the same thing he create a broadband connection that use user name and password to connect to internet which he creates using new connection this is user end configuration that connection shows Wan miniport and PPPoE how does he do this
please give your opinion what should i do

I'd go for a captive portal setup...many *nix distros out there.
Also FreeRadius to think about.
