Strong possibility that your comp is infected by spyware/malware eating up your upload bandwidth.

Search Google, download, install, update and scan your comp with the following. You should first set 'System Restore' to off before scanning:

Control Panel -> System -> Tab to 'System Restore' and set accordingly.

Use

SpyBot
Ad-Aware 2007
a-Squared Free

And clean your registry with CCleaner and reboot comp.

Then do some speed tests and check the results.

just cuz you had the same package in a different part of town does not mean in any way shape or form that you will get the same speeds.
infact chances are they will never be the same, they might be faster or slower .

everyone here starts squawking about spyware this spyware that.
if the spyware was taking up that much of your internet connection you would feel it in your general system speed, not just internet.

99.9999% of the time the fault is in the ISP's network in your area.
or your ISP just sucks beyond belief

you need to call your ISP and tell them to look into this as 8kb upload is less than 56k. and your not paying for that.

(what cable company offers that slow of a speed anyways ?
