Why are avatars converted to .GIFs after they are uploaded?

They aren't...

EDIT: The URL lists it as a .gif, but when you try to save it, your av comes up as a .jpg. *shrug*

Think you need a certain number of posts like 100, but im not sure cuz some people seem to have them with only a few.
