Using RR in Columbia, SC. Got the prepackaged patch from SpeedGuide. It boosted me from 300-500 Kbps to 500-1000 Kbps.

If your using windows 2000:

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters]
"CacheTimeout"=dword:0000ea60
"DefaultTTL"=dword:00000040
"EnablePMTUDiscovery"=dword:00000001
"SackOpts"=dword:00000001
"TcpMaxDupAcks"=dword:00000002
"Tcp1323Opts"=dword:00000003
"GlobalMaxTcpWindowSize"=dword:0003ebc0

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\Interfaces\{your interface key here]
"TcpWindowSize"=dword:0003ebc0
"MTU"=dword:000005dc

[HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Internet Settings]
"MaxConnectionsPerServer"=dword:00000064

("MaxConnectionsPerServer"=dword:00000064 - change to what ever number you like)

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings]
"MaxConnectionsPerServer"=dword:00000064
"MaxConnectionsPer1_0Server"=dword:00000064

("MaxConnectionsPerServer"=dword:00000064
"MaxConnectionsPer1_0Server"=dword:00000064 - change these two to what ever number you like but the MaxConnectionsPerServer needs to match it)

These took me from 300k average downloads to 700-900k average downloads on Road Runner. remove all other speed tweeks before applying. Also make sure these values get migrated to :
[HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\Tcpip\Parameters
and:
[HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Services\Tcpip\Parameters

The MTU entry may or may not be needed - depends on your NIC. You need it with a 3com905 card but not with a 3com900B card for example. The TcpWindow sizes (256960)should be applicable to win9x as well but you will need to add an MSS of 1460 if you add MTU (MaxMTU and MaxMSS in win9x) and the window size will be called RWIN I believe. been so long since I used win98 or Millennium I forget right now. The cachetimeout value shown above may need to be adjusted for your part of the road runner network. the cachetimeout may not be valid for win9x, I can't remember right now.
