Actually I got it to work but for some reason it only works when I turn my PC by holding the power button. If I shut down in Windows and it turns off automatically, then it won't wake up (on LAN).
What is going on here?

First, the motherboard and NIC both need to support WOL. IF they both do, normally there will be a separate small connector cable that runs from the card to the mobo, because until that switch flips, the mobo isn't listening to the NIC.

If the NIC card is a 3Com of fairly recent manufacture, and your motherboard supports "wake on lan", give it a shot. Worst that can happen is wol doesnt work.
