Actually the average is 3206 kbits/s or 400 kbytes/s. The MS download utility isn't very accurate which is why I use Netstat Live to monitor all downloads.

I have Cox HSI 3000/256 for $40 a month. They've been upgradeing the network in RI again and I'm on a new gateway. Since the change I've been averaging around 400 kbytes down while in the past I usally had 375-380 kbytes.
