you should setup a dynamic dns to keep track of the new ip and you have to forward one port if you wanna use it over the internet if ur using it on LAN shouldn't be any problem.

I have a LinkSys router and I connect to my brother using this and do not have any problems. I am on Comcast cable.

How long is your lease? Mine is 24 hours ... but if I do not turn my modem off ... if renews itself every day. I have been on cable now for over a year and have never had a different IP address. Just curious why yours changes so much.

Yes you will have to port foward 3389 with Win XP thru the router.
If you IP does change it may be best to get a type of domain forwarding like DNStogo or TZO. The both will work.
